Pre-project documentation development

Studies and calculations that establish technical feasibility and economic viability of a project, plus a complete documentation package aligned with regulatory requirements.

Before detailed design and wind farm construction, pre-project documentation is prepared and approved. It comprises studies and calculations of technical and economic indicators required to decide on project implementation, select main and auxiliary equipment, and define technical solutions.

Pre-project documentation typically includes:

  • declaration of intent;
  • investment justification;
  • project management plan;
  • environmental impact assessment (EIA) and public consultations (where required);
  • business plan (where required);
  • design assignment.
Site selection for wind resource analysis
Stages of pre-project documentation for wind turbines (WTGs)
  1. Assessment of wind resource at the proposed site

    For an economically attractive project, the site must offer sufficient wind resource. Assessment is based on:

    • long-term meteorological data from nearby stations and/or satellite data for a point near the construction site;
    • short-term campaigns from wind measurements, when performed.

    Wind resource assessment is carried out at several heights above ground to obtain representative regional indicators.

  2. Wind turbine model selection

    Based on site wind characteristics (mean wind speed, extremes), we identify one or more WTG models that meet the targets. If the customer prefers certain OEMs, we compare energy yield across models of that brand to select the optimal machine.

  3. Site selection

    We identify suitable sites for WTGs subject to constraints: grid connection feasibility, distance to residential areas, terrain, safe operation and emergency scenarios, legal siting restrictions, and environmental requirements. The result is usually narrowing to one or two candidate sites.

  4. Power export schemes

    Proximity to power lines and substations is reviewed against the planned installed capacity. We define optimal grid connection schemes for the wind farm.

  5. Geotechnical and geological surveys.

    At pre-project stage we recommend geotechnical investigations to refine soil conditions and geotechnical risk for foundation design.

  6. WTG foundation concept.

    Using survey data we develop a foundation concept: concrete volume, specifications, reinforcement. Without geology, OEM standard foundations or analogues may be used, but site-specific economics are less certain.

  7. General layout.

    We arrange WTGs, substations, access roads, crane pads, and other infrastructure per applicable codes and regulations.

  8. WTG unloading and storage logistics.

    We develop unloading and laydown schemes aligned with OEM requirements and planned crane capacity for installation.

  9. Land for project implementation.

    Permitting requires not only technical approvals but proper land documentation. We recommend formal land allocation documents covering rights, encumbrances, area, and special conditions.

  10. Energy yield forecast.

    Gross yield is calculated from wind data and turbine power curves; net delivery accounts for electrical and operational losses. We can prepare bankable reports (e.g. WindPro) with accredited partners where required.

  11. Environmental impact section.

    We assess impacts and mitigation measures for the project environment.

  12. Public EIA consultation.

    Where required by law, we support public consultations on the EIA report.

  13. Capital cost estimate.

    CAPEX is estimated from vendor quotes and reference projects.

  14. Economic viability.

    We compare investment costs with revenue streams over the project life. If returns are insufficient, technical solutions are adjusted to improve viability.

  15. Conclusions.

    We conclude whether the project should proceed under the chosen technical options or select the best alternative.

  16. Stakeholder coordination.

    Where required, pre-project documentation is coordinated with authorities and stakeholders.
